This quote means that people will have a fair trail before the decsion of the death is decide and that if you get a speeding ticket or you steal something you will not get sentnce to death because it would be unfair and it would be an unusal punshiment for stealing or a speeding ticket. So the 8th admentment protects the public people.

It is a great quote, but once again, it doesn't count as a genre. It isn't your words. What you can do is analyze the quote and discuss how it works with subject matter you are dealing with.
